Changes on affected services panel in Problem Management - is it OOTB

Hi there,

I was watching a video on problem management and saw a very handy panel in the video, but for the life of me I cannot see how to display it.

I created a change with a service, completed the change.  I then created a problem and used the same service assuming this would enable that Changes on affected services panel, but it did not.

Does this look familiar to anyone, apparently it was a cloud demo but it is lost on me on how to bring this up.
