When I issue a new request and attach a photo from my phone, Jira resize the photo to 4096 x 3072. Is there a setting for changing the maximum image resolution to 1600 x 1200?

You can choose the maximum file size but not the resolution.

May I ask why the larger resolution is causing an issue for you?
