Cannot add article to knowledge base

I am just setting up My Jira Service Management. I have a direct link with Confluence (free). When I try to add a KB article I get an error stating that an article cannot be created at this time. Try again later. What am I doing wrong?

Figured it out. I had to 1st state Who Can View as All Users then 2nd change Who Can Edit to Service Project Users.
