I have 60 projects in Jira service management. All of them use the same workflow. If I change the workflow, would it have to change for each and every single project or is there a way to do that globally?

If all of your projects are using the same WF, then if you change the WF, it will be automatically applied to all the projects.

This is true if the projects are Company Managed projects and are, in fact, sharing the workflow. You need to confirm that the projects' Workflow Schemes are in fact using the same Workflow entity, versus the same apparent workflow but defined multiple times in separate Workflow entities.
Team Managed projects do not share common workflows. The workflows in Team Managed projects each have to be updated individually.

Trudy's point on one needs to ensure the WF scheme used in each project are indeed using the same WF that you are modifying.
