The link types are sorted based on alphanumeric order, so if you want to see relates to on top number it as 1 & that would appear on top or as default link type, like in the image below. Outward / Inward description can be anything just rank the link name by number or just the one which you want to see on top as 1 Relates & it should do the job for you.
