In the queue settings of a project, as an administrator, I can assign users as responsible for certain issues. What I would like to do is to grant permissions to these users to only see the issues for which they are responsible, without being able to view issues under the responsibility of other users. Is this possible? I just can't see how to adjust this in permissions of project

That can not be accomplished with project Permissions.
You can accomplish it with Issue Security Schemes and setting Issue Security Levels on every issue.
