Hey there,

If an email or domain is blocked in Jira is there a way to send a bounceback email to the sender just to state that the email address, they are sending to does not accept email requests.

It looks like currently the email just disappears and the sender has no idea the email didn't actually go through.

Is this possible OOTB?

Thanks.

The delivered product does not have this functionality.  You might be able to use an app like this: https://marketplace.atlassian.com/apps/4832/enterprise-mail-handler-for-jira-jemh?hosting=cloud&tab=overview to do that.
