Can JPD be used to create tickets in JSM? My client wants the function of an SLA to track work once it is handed off from JPD.

Sure, you can do that. But why would you create one in JSM and not Jira Software?
the client wants the sla function to track how long an item has been in a a status and pull reports on this.
Their work items goes through about 6 handoffs in departments that input on the work and requires 3 approvals in their process.
