I had "JIRA software" for internal development task management
I want to create "JIRA service management" for my customer to report their issue and other request.
After customer report a ticket on "JIRA service management" May I link the issue to "JIRA software" for my internal team task reference?

Welcome to the community !!
If your Jira Software and Jira Service Management are in are Organization, you can link tickets.
If the is applications are in different organizations, first you need to create application link between Jira software and Jira Service Management, and then you can link.
Please note: Only users with access to both tickets will be able to see them.
If you want to link customer portal ticket link, then you need to link it as a web link. Status and other details will not be displayed in the linked ticket

I can link issue by "web link", but I would link by "issue" type that both user can see detail.
can you help point how to confirm each Organization?

If the Jira software and JSM has similar starting url, (example: https://XXXX.atlassian.net/jira/), then it is in same Organization.
