Need to track users capacity across one or more sprints. Is it possible through a widget, dashboard, report, etc. to track how many story points each user is assigned?

If you're open to solutions from the Atlassian Marketplace, you may want to have a look at the app that my team and I are working on: JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a long list of advanced features, including support for issue grouping by any issue field(s) and sum-ups.
With these, you can build a view like e.g. this in just a couple of clicks:
This is really just one of a virtually endless number of possible views and reports; you can also view and group by any other issue fields, configure different sum-up styles, etc. etc. I should also add that JXL can do much more than the above: From support for configurable issue hierarchies, to conditional formatting, or inline bulk editing via copy/paste.

I would assume you want to know this in particular for the sprint you are about to plan. If so, when you are looking at the backlog view of your board, have your issues assigned to the users who will be working in the next sprint and click on their avatar at the top of the screen.
This will filter the issues in the backlog (and the upcoming sprint) and the number of story points of the visible issues will reflect the filter you apply. If you do this for every user, you'll know how many story points are allocated to each user.
It's not a full report of your entire team, but it does help to determine if you can add more work for a specific user, right from the view where you would normally do your sprint planning.

Great question! Tracking how many story points each user is assigned across one or more sprints is a common need for managing capacity effectively.Fortunately, it’s definitely possible to achieve this with the right tools. To view story points by issue for a specific user, filter the backlog tasks by that user’s name.

If you don't mind looking at other apps, you can try Sprint Report from Time in Status app, which my team developed.
The report gives Scrum teams a detailed overview of sprint activities and data. It’s an invaluable tool for tracking progress and performance from completed sprints, empowering teams to make well-informed decisions.
It contains the following main charts: Team Velocity, Workload, Completion rate, Committed, Completed, and Scope change.

This is not possible by using Jira default gadgets or reports.
You could search on Atlassian Marketplace for a plugin that offers a gadget or report that is capable to do this type of calculations.
If you want to try a plugin, our Great Gadgets offers a Pivot Table & Pivot Chart gadget that can easily calculate this and display it in form o table, heat-map table or charts of various types.
