For shorter actions in a project plan we need to set due date and time
Ex: Step 1 finish oct 3 at 0800 Step 2 1200 and Step 3 1600

Are you referring on setting a due date on an issue, or somewhere else? Do you have roadmaps for Jira, or are you using another app? A bit more information could help.

We do not have roadmap, but when setting the task or issue due date, I need to set time as well

Due date is a system Date only field.

Create a timestamp field then. It's the same with date time.

Done! :) It will work for the users regarding timelimits, but the resolution in calender is not good.
