Hi!
I have a similar problem like this one.

But the described actions did not help me solve it.

My moves:
1. The user has been added to the project's access scheme. He has the following rights: Assign issues, Assignable user.
2. He is on the list of People in the project.
3. The Permission Helper says that he has all the necessary rights.

What can be done in such a situation?

Problem solved - just added this User to the Service agents group.
