Is it possible to create a automation where when our users login on our service management portal, they have the option to create their own Jira account/Jira account for other people.
We are currently using Jira Cloud Jira Service Management Cloud

By Jira account, you refer to user provisioning right?
Try rest api call https://developer.atlassian.com/cloud/admin/user-provisioning/rest/api-group-users/#api-scim-directory-directoryid-users-post and use that in the Automation web request action.

Anyone is able to create an Atlassian account, but to get access to your instance only site or org administrators are able to grant access and licenses to your Cloud instance.

To achieve what you want, you should give anyone full admin, but this will mean that every user is able to create, edit and delete anything in your Cloud instance in any Jira product, or in other product that you use as they can grant themselves access.
And it can also lead that you run out of license and your products become read-only, until you remove license or upgrade your license tier and all marketplace apps that you use.
This is bad practice, don't do this.
Take your admin responsibility.
