A question, does Jira allows the automated grouping of incidents that arrive in Jira via email, so that a single issue is created with a common parameter, which associates all of them?

Jira doesn't allow automated grouping of incidents that arrive via email into a single issue. However, you can use Jira Automation rules to link or categorize issues based on common parameters, or configure email handlers in Jira Service Management to add emails as comments to existing issues.
