My goal is to fully automate a flow, such that when a message is sent to a certain channel in slack, the person who is on-call is paged according to the on-call schedule defined, as well as escalating that to the next person/team if not acknowledged in the defined SLA period by paging them also. I am also concerned with how the on-call person is paged. I don't want a simple email/notification/sms, but rather a phone call or a phone alert until the on-call person acknowledges.
Is this possible to do? What are the limitations to what I'm asking? If that's possible, can you provide me with the necessary steps to configure this automation?

I haven't integrated Slack before but looking at the integrations with JSM Operations I do see the option and it seems pretty straightforward.
Team > Operations > Integrations > Slack
And you should get this screen below where you can connect your team with the on-call schedule you setup to a slack channel
