I've followed other tickets to see if I can solve this, however, I feel I am hitting brick walls. Our organisation has multiple projects under a single tenancy. Let's call them X and Y.
X is the main project that everyone has access to and is used for general support. However, Y is more specialised, requiring only a sub-group to access due to the nature of the content. On occasion, I may want someone from project X to mitigate a ticket in Y. However, I only want the X user to access a specific ticket in Y and only that ticket. They should not be able to browse all of project Y.
Suggestions?

The only way to do this would be to allow your users to see the project, and then use "issue security" to hide the issues you do not want them to see.
