All Customers to receive notifications without log in

I'd like to disable the 'Stay informed by notification' email verification for customers ONLY after their first ticket submission on our open portal. It’s fine it they need to login to see Althea tickets but it shouldn’t stop notifications if an agent reply’s to the ticket. With a robust database and efficient customer support, there's no need for them to invest time in setting up a Jira password – can they simply submit a ticket and receive notifications when an agent replies, without the password requirement?
