Adding fields to the user creation form

How can I customize the user profile in Jira Service Management to display additional fields?

I'm afraid that is not possible. The users are not managed within your JSM instance. A user has an Atlassian account tied to their email address. With it they can access any Atlassian cloud product.

However, as an Organization Admin you can verify your domain(s) and claim users with that domains and make them managed users. But still you can not change what fields are available on their profile:
