We have a process where when an issue is logged by a customer which requires a software patch, we raise a ticket with the developers project and link the two tickets.
We are trying to see if there is a way to automate the creation of internal notes in the parent ticket whenever a status has changed in the linked developers ticket.
Basically to say something like DEV-123 has transitioned from TRIAGE to UAT TESTING or whatever the status is.

You can achieve that through an Automation like the following:
You can either use the Linked issue branching, or the parent issue.
From the scenario you said, I think the Linked Issue will work.
