I tried to log in to an organization I hadn't used in a while and it was now enforcing two-factor authentication. What does that mean? Assumed, is it because another user with the same email address domain name authenticated the domain and forced two-factor authentication?

An Org Admin of the site you're trying to access would have configured 2FA through Atlassian Access. Your Atlassian cloud account either falls into this authentication policy by default or you have been manually added to it.
