An application or a plugin in jira can only be added when it is a licensed product.
Also an application can only be added by the Jira Administrators. Therefore the Jira Administration permission is required.

Are organization administrators required to have all licenses for all products in use?
We are in a situation where we only need to manage user licenses for JSM and do not need licenses for all products.

For JSM you select the bundle for the license. JSM has some criteria like X amount for 5 agents, X+$20 for 5-10 agents per user per month.
So in JSM you pay only for the agents. Agents are those who assign tickets to respective stakeholders assigning appropriate approval groups.
If your organization buys the package selecting how many users are allowed as agents, the license managing shouldn't be an issue. Then managing license will be like adding agents
Again only An Administrator can perform that task of making somebody an agent.
