Is there any way to access the Customer fields (e.g. Manager, Department, Email, etc.) from within an Issue? For example, I want to see a list of all issues submitted by a specific department in one view, and then by a specific location in another.

to my knowledge there is nothing available out of the box, you could check Marketplace, though:
From your description it suggests you could be looking into some kind of CRM solution - you could also look in Marketplace if a solution like that is suitable. There are offered several CRM options.
