How can I get a box/prompt to appear in the Portal when an approver declines a request so that they are prompted to add a comment?
I need to provide feedback to the reporter about why their request has been declined so that they can review and resubmit.
This is for Jira Cloud.
Welcome to the community. It is to my knowledge in the portal, you cannot display a pop-up window to ask for comment for the approver(s). This is a known issue and I would recommend you to add yourself as a watcher

Sad too see so many 'obvious' features unavailable :(
I was on the point to implement the 'Approval' functionallity today but it has been rejected simply because of this.
It seems very logic to give the opportunity to the approver to add a comment when he rejects a request... to inform the requester why it has been rejected.
Now, you reject the issue & case is closed. Really frustrating for the requester.

I put a work around in place where the use doing the approval can click on a transition in the portal. I have two transition options, Accept or Decline.
This provides the opportunity for a dialog box to appear to prompt the user for more information. You can secure who has the ability to click on transition options.
The downside is that I can't use some of the approval capabilities such as approval groups, multiple approvers etc.
