In a jira service management project, a user is unable to add request participants to her issues. I checked her permissions, and she has the Service Desk Role. I tried promoting her to admin but nothing changed. The other project members with the same role are able to successfully add participants.
The user claims she was able to before this week.

Would compare her to another project members permission and group settings just to evaluate the difference. Sometimes is not apparent when not compared in detail.
Another option is to login as her user. You should have that options as an org admin. From there, you can see if you can replicate her issue. IF you can't, then it could some browser issue and would advise to clear cache on her browser.
