We're planning on implementing Jira Service Desk for our HR Department. This will be used by all employees so everyone can raise tickets/questions/requests. However there are some requests that only Managers can ask for to the HR- like giving a raise to an employee, Change and employee's working hours etc.
Is there a way in Jira Service Desk to set a group as Managers, and have certain issue types show only to users in the group Managers?

Unfortunately it seems this add-on only allows for this functionality on the Server version.
