We are giving same user to different persons. To identify the reported person we want to create custom field values with their names for each user.

Please, don't do that, it makes a mess.  Why are you doing it?

One of possible solutions is to use 'Select List (single choice)' Field with all person names which you have.

In that case all names are visible for every user. Here our requirement is to show only related names for that user. For example for user 1 it shows a,b,c values and for user 2 it shows x,y,z values.
