There is a need that we need to sync up 2 different JIRA instances (entire JIRA or JIRA Data) in a different data center or different region in AWS. At any point of time if one region goes down completely also we have the different region actively serving our needs. It need's to be a mirror of the production environment.
We can create the cluster but I need the data to be synched up immediately so that its always available.
Ensuring both instances remain in sync with each other.
Please suggest.

JIRA can't be (reliably) clustered, other than through the data-centre option.
Either get the data-centre version (it's a matter of licences rather than new software), or plan a warm backup. That means a replicated database, synchronised attachments, and a second JIRA installation ready to run, but turned off unless something goes wrong, and you lose/shutdown the main server before starting the standby. Forget clustering (apart from the bit where you direct users from one server to another)
