This looks a bit like Jira Service desk? If so, open the project settings, look under "Automation" On that screen you'll see - default rules run as " user" and a change default event user button there.
For what its worth, for our service desk - we have a user created called " ServiceDesk" and it runs the automation rules so we won't encounter this.
