The way to do this on a proper operating system is:

  • Stop Jira
  • Delete the Jira home directory
  • Delete the Jira install directory
  • Delete the service/startup file that enables auto-start.  On Unix-like systems, this will be a file in the init or systemd directories under /etc

You use whatever the operating system on the server does for file maintenance (command lines would be VMS "delete <directory>;<version>", Linux "rm -rf <directory>", DOS(Windows) "rmdir <directory>", and they all have GUI tools that you might find easier)
