I want to check what a user has modified last in jira align and the date of last modification and export that in a report/excel which contains the mentioned info for all usrs

We have a few areas that would help here.
Each work item has a verbose Audit Log. This audit log can be accessed from the More Actions area on the work item slide out panel.
The Jira Align API can be leveraged to access this audit information. More detail can be found in this community post.
In Administration -> Changes you will find a consolidated view of changes that occurred in Jira Align. You can copy and paste the results into a sheet for further analysis.
Enterprise Insights would allow the most flexibility to query and export this data
