Hi,
I'm an admin on Confluence therefore I have full visibility of the portal but I wondered whether
1) basic users can actually see the list of groups available on Confluence so
that they are aware of what groups exist.
2) basic users can create spaces on confluence and assign groups to those;

Welcome to the Atlassian community.
Basic Users can create spaces and administer them if you give them that permission. You would do that from the Global Permissions page:

I can't answer your second question but in regards to your first question, you can use the "User List" macro to display a list of Confluence users that belong to a group. (https://support.atlassian.com/confluence-cloud/docs/insert-the-user-list-macro/)
I would recommend that you create a Confluence page that shows all of the groups. You can use the "expand" macro to keep the page from getting overly big. :)
