Multiple licences for one domain verification file

In an organisation the size of ours (university) it may be possible to have different areas using Jira separately, but with all needing to verify the domain.

Is it possible to have multiple tokens in a single verification file?

I found the following link to a similar question:

When you verify a domain on our Atlassian Cloud platform, that user that first verifies the domain becomes the first organization admin.  That user can then invite other site-admins to become organization admins. 

So the question might be mute if this is the case.
