When setting up a JSM project you can also setup the ability to share a customer request in advance with the organization:
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

The requesters would not be part of the organization I want the request to be shared with, so I don't think if the suggestion above would work for me.
Did you try the following rule?
Of course what you type on the Organization field depends on how you have set up your SD.
