Based on the message, it seems that you did not purchase the app - either the trial period expired or you were on the free license for under 10 users and now have more users.
Basically, your Admin needs to purchase the license.
(BTW, the tags on your post are all Jira, which might be misleading :) )

But yes - unless the app is free, you must pay for it once the free trial expires or the circumstances for the free version change. Otherwise you won't be able to use it.
