Following a security breach I need to do this urgently, please advise.
I noticed there is a "log in as user" in the user details reachable from the users list at admin.atlassian.com, would there be such functionality around there somewhere? Maybe viewing recently viewed pages?

I recently found some information about that but for the core of your question it does not sound very well:
"Usage Statistics Plugin" was discontinued due to performance issues and now this is one of the Restricted functions in Confluence Cloud.
