Welcome to the Atlassian community.
I don't speak Russian and am using a translator application. Can you past the text of the message you are receiving? Then I can paste it into a translator application.
Until I can translate the message, the only suggestion I have is to ask if you are located in Russia or Belarus. Atlassian does not support use of its products in those locations.
