Is there a way to toggle action items without updating/publishing a new version of the page?

We're trying to add some resources like a "go live checklist". Multiple people need to reference the doc simultaneously and check off the action items without creating a new version of the page. Otherwise when others go to the page, the action items are no longer in their original state and must be toggled off. 

So basically don't update the page whenever action items are toggled. When you toggle them on, and refresh the page, they should all be off.

Is something like this possible?

If you have a list of action items on a page that were created using the action item button in the tool bar they can be checked (marked as done) on the page without editing the page.  This way multiple people can make changes without having to edit.
