I want to add UI element and perform some action on Dialog after clicking on Enable Merge menu item.

I'm afraid it is not possible to customize a dialog pop-up in Bitbucket Cloud at the moment.
However, I can request a feature request for this for you.

To do that, may I kindly ask the reason why you need to customize a dialog pop-up while merging a pull request?
