When I try to check out CLI I am told that:

We stand with Ukraine

We have a commitment to our customers to provide a trusted service. In response, we are pausing the sale of all new software to Russia.
The issue is that I am from Pakistan, not Russia.

There are two main possibilities here

  • Your account is associated with an organisation that is associated with the Russion government and hence sanctioned
  • Your IP address is similarly sanctioned (either because your ISP is Russian owned, or appears to be geographically located in a sanctioned region - Russia, Belarus Crimea or the areas of Ukraine currently occupied by Russia)

If it is your IP address, then Atlassian are using "maxmind" for geo-location, and you can either get it corrected if the lookup of your IP address is wrong, or try a VPN that has an exit point that is not in a sanctioned region.

There's a great explanation of the geo-location stuff over at https://community.atlassian.com/t5/Jira-questions/blacklisted-ip/qaq-p/2054182
