Can we have Team Level App Passwords?

What I'm trying to accomplish:
Update team pipeline environment variables via the API every 12 hours.
Why I don't want to use API Key:
- Looks like it may be depricated soon
- Would be nice if there was a way to document where it is being used. Or better a listing of the last X number of calls to the API that used it.
- Way too permissive
Why I don't want to use an App Password (but will for now):
- Looks like you have to create App Passwords on individual admin accounts for the Team
- These are attached to individual accounts. That individual may be removed from the team at any time. In that event, I'm assuming that App Password should no longer be valid against team. In my case, this would break our deployment flow.
Any clarity, advice or discussion is greatly appreciated. If there is a more correct way to accomplish this then please advise. Thanks!
