This seems to be a general issue affecting public issue trackers where any signed in user should be able to create an issue. However, only users who are repo members can currently create issues. Presumably this is a bug in the rollout of "enhanced project permissions" https://community.atlassian.com/t5/Bitbucket-articles/Taking-Bitbucket-permission-management-to-the-next-level/ba-p/2264892
Please fix it!
It's an important part of our process that customers and partners are able to raise bug and RFE issues at https://bitbucket.org/apliqoc3ux/apq-c3-ux/issues. Jira issues dosn't help as that is only accessible to team members.

Bad actors have recently targeted public issue trackers by posting spam. As a precautionary measure, we have temporarily disabled non-workspace users' ability to create issues on any public issue tracker.
To address the issue, we will be introducing a solution that will fit into your existing workflow while also taking steps to ensure that spammers cannot use the issue tracker as a viable target. We don't have an exact ETA on when this will be rolled out to all workspaces.
In the meantime, we can add an exception for a specific workspace (so that non-members of a workspace can create issues) when someone reaches out to us. I can see that this was handled for your issue tracker in the support ticket you created.
