I'm afraid this isn't possible at the moment.
There is an outstanding JSDCLOUD ticket to expose linked issues in the portal (which we can only assume would be a pre-requisite for allow customers to link issues themselves) - you could vote on this below.

There is another way you could do it, which is getting absurdly complex - but something I'm considering. You could use the form and regex validation to make the user enter a syntax appropriate issue key, and link this form field to a custom field. Using Jira automation, you extract the value given by the customer and automate the linking of tickets.
This wouldn't give the customer visibility over the issue that has been linked though. It's still doable - you'd need a field setup in the request called something like "Customer linked issues" and have this update with a list of linked issues whenever issue links are modified.
They'd only get one shot at linking the issue though, and you'd need to put safeguards in place to prevent them from potentially linking issues that they shouldn't be able to.
