automation rule not triggering

i have created a simple automation rule to create a subtask when an issue is created

i have browse and create and edit permission for the project and the rule is in enable mode

when i check in the audit log of automation rule there is no execution of trigger

Also, who is the Actor of the rule? Does that account have the right permissions??
