Manage Sprints: Project permission not working

I have two scrum boards in the same project.  ‘Grp-EngLeads’ has the permission to  Manage Sprints. This is a project-wide setting, but people in that group are only able to manage one of the boards. What am I overlooking? Filters and boards are shared and visible.

what is unique about the second board? is it possible that it includes issues from another project? if so verify that the grp-engleads has permissions in the other project(s).

There's nothing different between the two of them, which is perplexing. They're both the same prefix, with a different option selected from a dropdown to designate a team.

 

project = ABC AND "ABC Team[Dropdown]" = "Team One"

and

project = ABC AND "ABC Team[Dropdown]" = "Team Two"
