In the past, we used to send an automatic message when the issue was delivered from a to b. If the problem is related to a sub-issue, a Slack message occurs twice.
The solution is
1. Allow Slack messages to occur only on sub-issues.
2. Make sure that the Slack message can only occur when C becomes the person in charge.
Either of these two things is fine. Is there a way?

Have you tried adding a condition on the Issue Type? That would limit it to send the Slack message just for the ones you want.
