Actually I want to use Atlassian Intelligence for creating my own Automation rule for my organisation, Please let me know How I can access that

First, make sure that Atlassian Intelligence is enabled on your site. You need to go to admin.atlassian.com, choose your organisation, go to Atlassian Intelligence and enable it from there. 

Some of the users will see the automation, some not, since they have applied for the closed beta of Atlassian Intelligence for Automation rules. If you don't have the window that is prompting you to write your own automation, this means that you don't have the access yet.

Not even I have the access to this feature yet. The enterprise users usually get the access to this feature first. There is no link for the access program.
