when automation rule changed send a notification to admins

When anyone makes a change in the automation rule the set of users should be notified.

Hello, and welcome new person!

I only work in Cloud, so this is a Cloud answer:
Jira automation rules can only be modified by administrators, either Project admins or Site (global) admins.  You can reduce this down to only site admins as outlined in the article below.  That being said, "administrators" should share a set of guidelines for changes just like in any other system. If you are concerned about who is changing what, perhaps someone should not be an admin. Not trying to be mean there, but administration of any system requires some form of respect of the powers given, and communication of upcoming changes so all are aware.

Each automation also has its own audit log which DOES show changes, but there is no starting trigger or event I can find that scans this for changes, and nothing appears in the Site security audit log either. I do understand that it would be unrealistic to scan the log of every automation rule for changes.

I scanned around for Smart Values, other automation triggers, or something that hits that rule audit log, but unless there is something under the hood like an API, I do not think this is possible. Perhaps raise an Atlassian feature request, and I'll vote for it, as it sounds like a good idea.
