We use ID to be able to identify employees not by user names but by unique internal ID# and we want to attached these ID# to corresponding accounts/profiles in Jira. How is this possible to do?

Jira doesn't have native functions for that, it's something you would probably want to do in your user directory rather than the application.
You'll need to find or write an app that could add fields to user accounts in Jira, but it's probably not the right place to do it. A better solution would be to use the IDs in your user directory and use something like https://marketplace.atlassian.com/apps/1212508/user-profiles-for-jira?hosting=cloud&tab=overview to expose the data in Jira when you need it.
