User tier and billing question

If we purchase a block of 50 users now and then in 3 months purchase a block of 200, is the cost of the original 50 taken into account so we pay the discounted amount? - regarding annual payment for cloud.

Your existing user licences will be taken into account.

But you don't buy them in blocks, access is done in tiers.  You won't be adding 200 users, you will be increasing the tier from 50 to 300 (for 250 users, there is no tier there, it's 200 and 300).

So, when we move to the block of 300, is the price the 300 price added onto the 50? Or do they retroactively reduce the total amount, so we just pay the lower cost of the 300?

No, the 50 is taken into account as you've paid for them already.  The price you will pay for 300 is the same as if you'd bought new, but you've already been paying for 50.
