Trying to update user account using PATCH : no changes detected

I am trying to update attributes of a user account y using PATCH API for User Provisioning. The API call is :

I have created a user using the POST API for User Provisioning and I am trying to update it using PATCH on the same day. 

Is there an error in the way I am calling the API? Is there any time duration that needs to be between the creation and updation for the PATCH to work properly?
